Oppose Special Exception PRE-APP-2026-0080 at 6008 Quebec Street

The applicant has asked Prince George’s County to convert and legalize the single-family home at 6008 Quebec Street as a two-family dwelling. This petition asks the County Planning Department, the District Council, and the Zoning Hearing Examiner to deny the request, because it does not meet the criteria for a Special Exception under the County Zoning Ordinance (Subtitle 27) or the Maryland legal standard set in Schultz v. Pritts.

Why We Oppose It

  1. It conflicts with the single-family zone. RSF-65 exists to protect low-density, single-family neighborhoods, and this lot is below the district’s standard 6,500 sq. ft. minimum.
  2. A Town rental license is not County zoning approval. The two-unit setup has run since 2018 without a County Use & Occupancy permit or Special Exception, so it can’t be grandfathered as a nonconforming use.
  3. It sets a precedent and strains infrastructure. Approving it invites more conversions across the district and adds to parking congestion, stormwater runoff, and demand on Town services along Quebec Street.
  4. It operates like an unpermitted rooming house. Separate bedroom leases on partitioned floors with no internal connection go beyond a two-family dwelling and raise unverified fire-separation and emergency-exit concerns.
  5. The claimed parking doesn’t fit. Five compliant off-street spaces can’t fit on a 6,011 sq. ft. lot without stacked parking, setback encroachment, or parking on unpaved ground.
  6. It puts children and pedestrians at risk. The home sits directly across from Berwyn Heights Elementary School and near a busy park, where added density and stacked driveway parking create traffic and sightline hazards at bus stops, crosswalks, and drop-off zones.
Our request: that the Planning Department and Zoning Hearing Examiner recommend DENIAL of Special Exception Application PRE-APP-2026-0080.
